Ryan Sutter, Ph.D., is a Data Scientist with the Cuyahoga Land Bank and a Lecturer in the Master’s in Economics program at the University of Maryland where he teaches Program Analysis and Evaluation. He earned his doctorate in Public Policy Analysis from George Mason University, specializing in spatial econometrics, regional economic development, and entrepreneurship, and holds both an M.A. and B.A. in Economics from the University of Toledo, where he concentrated on applied econometrics and statistics.​

Before joining the Land Bank, Dr. Sutter conducted research in academic and private-sector settings and served as a Supervisory Mathematical Statistician at the U.S. Department of Labor, where his evidence-based policy work earned him the Gears of Government Award. He has published extensively in peer-reviewed journals and professional outlets on Bayesian econometric methods, U.S. labor markets, knowledge spillovers, and regional growth. Leveraging this broad experience, he develops innovative, data-driven solutions that help local governments strengthen communities and catalyze economic opportunity.
